February 9, 2026 by Harish Reddy Gudi

India’s internet footprint continues to expand at an unmatched scale. Fresh state-wise data shows just how uneven — and massive — digital adoption has become across the country. From densely populated northern states to smaller union territories, internet usage paints a clear picture of where India’s digital momentum is strongest and where growth is still catching up.

This breakdown isn’t just a numbers list. It reflects how connectivity, affordability, infrastructure, and population density shape India’s digital economy.

India’s top states by internet users:

  • Uttar Pradesh: 131.14 million
India’s largest state leads decisively, driven by population size and aggressive mobile internet adoption.
  • Maharashtra: 109.46 million
A strong mix of urban broadband, mobile data usage, and enterprise connectivity.
  • West Bengal: 63.75 million
Rapid smartphone penetration and affordable data plans fuel growth.
  • Tamil Nadu: 63.48 million
One of India’s most digitally mature states with high urban and rural usage.
  • Karnataka: 60.30 million
Tech-led adoption, strong IT workforce, and high digital literacy.
  • Gujarat: 55.86 million
Steady growth across both urban and semi-urban regions.
  • Bihar: 54.37 million
Mobile-first internet usage drives numbers despite lower per-capita income.
  • Rajasthan: 52.04 million
Expanding coverage and competitive data pricing push adoption.
  • Madhya Pradesh: 49.50 million
Strong rural mobile data growth in recent years.

Mid-tier states showing solid digital presence:

  • Andhra Pradesh: 36.47 million
  • Telangana: 36.19 million
  • Kerala: 36.06 million
  • Delhi: 35.88 million
  • Haryana: 30.14 million
  • Punjab: 27.19 million
  • Odisha: 25.89 million

These regions benefit from better network quality, higher literacy, and strong government digital initiatives.

Smaller states and emerging regions:

  • Assam: 20.33 million
  • Jharkhand: 19.37 million
  • Chhattisgarh: 17.51 million

Internet usage here is largely mobile-driven, with scope for broadband expansion.

Hilly states and union territories:

  • Jammu & Kashmir: 9.92 million
  • Uttarakhand: 9.86 million
  • Himachal Pradesh: 6.67 million
  • Goa: 2.41 million
  • Manipur: 2.30 million

  • Sikkim: 0.64 million
  • Ladakh: 0.43 million
  • Andaman & Nicobar Islands: 0.43 million
  • Lakshadweep: 0.05 million

Geography, population size, and infrastructure challenges naturally limit total user numbers here.

Why this data matters:

  • Shows where India’s digital economy is already strong
  • Highlights states with untapped growth potential
  • Helps businesses target markets more intelligently
  • Explains why mobile-first services dominate India
  • Offers insight into future broadband and 5G expansion priorities

India’s internet story isn’t just about national totals. It’s a patchwork of regional realities — some saturated, some still scaling fast. For startups, advertisers, policymakers, and telecom players, these numbers define where the next wave of digital growth will come from.
